Dear Dr Levy,

On behalf of the High Commissioner for Human Rights, I would like to thank you for your letter of 10 September, 2012, regarding the activities of Boko Haram.

The High Commissioner has in the past written on a number of occasions to the Nigerian authorities to express her concern about the many reports of death, injury and displacement caused by the attacks which are carried out by this group. The High Commissioner has also issued a public statement recalling that members of Boko Haram and other groups, if judged to have committed widespread or systematic attacks against a civilian population, including on grounds such as religion or ethnicity, could be found guilty of crimes against humanity.

The High Commissioner takes note of your assessment of the situation and OHCHR will continue to monitor the situation closely.

Yours sincerely,

Ibrahim Wani, Chief, Africa Branch,
Field Operations and Technical Cooperation Division

Dr. Jonathan Levy, PhD
